My last four months' period dates are 8 Nov 2019, 6 Dec 2019, 6 Jan 2020, and 10 Feb 2020. I took a beta HCG test on 16 Mar 2020 which showed a level of 53.4 mIU/mL. Then I took a urine test on 19 Mar in the afternoon, which was negative. Am I pregnant? If yes, is the HCG level within the normal range?

It's a very early pregnancy.  You might not get a positive urine test until a few days to a week later.  But yes you're pregnant.  I suggest checking Beta HCG again 48 hours after your first blood work to see how the hormone rises.  If it doubles in number it is a reassuring sign.
